Stagnated projects, hydro projects will be fast-tracked: CEO NITI Aayog

ITANAGAR, May 31: NITI Aayog on Tuesday assured the State Government of help for fast-tracking all stagnated projects, including hydropower, for speedy development of the State.
Briefing the Press persons after a meeting with the State Government on various developmental issues, NITI Aayog CEO Amitabh Kant said that Centre was keen to bring the frontier state at par with other developed states through improvement in all vital sectors, including health, education, tourism, road and air connectivity and fast tracking the hydropower projects.
He, however, said that people's interests will be taken into account while implementing these projects.
Describing Arunachal Pradesh a nature's treasure trove, the NITI Aayog CEO assured to make the State one of the most sought after tourist destinations in the country. For these, Kant assured for better road connectivity, development of all necessary infrastructure.
The Aayog also identified few areas, where the state has vast scopes that include organic and orchid farming and horticulture.
There is a 36% increase in fund allocation to Arunachal Pradesh as compared to national average of 16 percent. This increase has reflected the Centre's clear intention towards the State, he said.
He, however, said that a good governance and transparency in implementation of the projects is always needed to see the fruits of development.
According to him there was 'no governance' prior to Pul Government.
"Now there is governance and transparency under Pul Government," he opined.
Kant said that NITI Aayog will regularly monitor the development projects while the State Government will send progress report every three month.
He also said that the Aayog will propose for an Airport in Itanagar before the Prime Minister.
Kant also said that the issue of police modernization in the state was also discussed.
Later, responding to Media persons, Chief Secretary Shakuntala Gamlin said that the Subansiri Lower Hydro-electric Project will be completed within the two and half years. Sixty percent of the project works have already been completed, she said, while informing that the project work was in halt due to non-reaching of turbines.
She said that some organizations in Assam have been obstructing in transportation of turbines.
The 13-member high level team of the NITI Aayog arrived in Itanagar Tuesday at the directive of the Prime Minister Narendra Modi on development initiative of the State.
Chief Minister Kalikho Pul, Deputy Chief Minister Kameng Dolo were also present during the press briefing.
Improve mobile connectivity: Ering
ITANAGAR, May 31: Attending the 1st Telecom Advisory Committee Meeting for the 2016-17 held on May 30 in Itanagar MP Ninong Ering called for improvement in quality of mobile services further by reducing the problem of call drop issues in Arunachal Pradesh.
He further stated that the Mobile Services with 3G may be further improved in DHQs like Pasighat, Yingkiong, Changlang and Khonsa.
Ering appreciated the efforts and achievements of BSNL in expansion of Mobile Services by adding more BTSs in the network. However, he advised that, more efforts are to be made by BSNL to bring the Telecom services further to all the nook and corners of Arunachal Pradesh.
General Manager, BSNL, Itanagar Dilip Siram highlighted the achievements and various developmental works going on in the field of telecom in Arunachal Pradesh. In the meeting, he informed that, new MPLS Edge Router & 10 Gbps DWDWM equipment are being commissioned in Itanagar which will improve the leased Line connectivity for e-governance project and also 3G and Broadband Services in Arunachal Pradesh.
In the year 2015-16, 61 numbers of new 2G BTSs and 75 numbers of new 3G BTSs were added in Arunachal Pradesh.
The TAC members Taki Mibang, Opang Taying, Lompak Paksok, Bika Waghe and Tungri Effa gave suggestions for improvement of BSNL Services.
CBI probe demanded into Kali Bulo death case

ITANAGAR, May 31: With no headway into the Kali Bulo death case even after passing of nine months, the All Tagin Students' Union (ATSU) has now called for CBI probe into the case.
"We want CBI to make fresh investigation into the case. Both West Siang police and SIT have failed to solve the case," said the union's president Raju Ging Maling.
Kali Bulo, an Assistant teacher with Govt Higher Secondary School, Mechukha, was found dead under mysterious circumstances in his quarter in the morning of August 5 last year.
Crying foul on the part of the West Siang police department in solving the case, the union claimed that no chargesheet has been filed for the case.
"No chargesheet has been filed yet. Whatever happened to the claim of SP West Siang that the case would be solved within three months" said Maling claiming that the case progress is being delayed intentionally.
"Else what must be the reason if they cannot even crack a murder case in a small place like Mechukha?" he lamented.
He claimed that vandalism case of memorial stone erected for the late teacher at GHSS Mechukha on August 14 last year is also yet to be solved despite that some activities were caught in the CCTV footage. It wanted to know from the SP West Siang if the CCTV footage was sent for forensic examination.
The unions further demanded ex-gratia and job compensation to the family of the deceased arguing neither has been offered to them.
Further seeking replacement of the IO of the case, the union demanded that the IO should be enquired upon.
Meanwhile, informing that a peaceful rally will be organized on June 9 in Itanagar to press for the demands it has appealed all student unions and teachers association to participate in it.
Rajkhowa assures logical end to Doye murder case
ITANAGAR, May 31: Interacting with the relatives of Late Marnya Doye, the Governor JP Rajkhowa informed them that Raj Bhavan is pursuing the matter seriously and has already taken up with the Governor of Maharashtra and Home Department of Maharashtra.
He assured Late Doye's mother that Raj Bhavan will continue its effort to bring it to a logical end.
Hipu Doye, mother of Late Miss Marnya Doye had called on the Governor of Arunachal Pradesh at Raj Bhavan, Itanagar on May 31.
She was accompanied by her family members, including youngest daughter Marter Doye, Dr. Reto Doye, Chiken Doye, Reke Doye and Dr. H. Loyi.
Reposing his faith in Maharashtra Police, the Governor advised the affected family to maintain patience. He said that since it is a criminal case, it is taking time to ensure that there is no oversight on the part of prosecution.
The Governor also assured to take up the personal security of Late Marnya Doye's eldest sister Miss Marina Doye, who is pursuing her sister's case in Maharashtra.
While expressing gratitude to the Governor for his initiatives in taking up the case with his counterpart in Maharashtra, Doye had expressed concern for the safety of her eldest daughter. The family members shared their apprehensions and conveyed their concerned to the Governor in the meeting.
Institution accused of misleading students

ITANAGAR, May 31: Alleging Vidya Jyoti Institution, a Chandigarh-based educational institution of not providing proper information and misleading them regarding the Punjab Technical University's rules on eligibility criteria, a group of M.Com students of the said Institution have filed a case with the state Consumer Forum seeking compensation for the loss of academic year.
The students informed that the institute conducted a counselling session in Itanagar in 2015 wherein, they were selected under ST/SC scholarship.
'We were told during the Institute's counselling sessions held last year in Itanagar that the required eligibility criteria for admission was 45 % but for SC/ST students it was 40% ,'said one student.
He further claimed that when it was time for their first Semester examination which was scheduled to be held on Dec 12, 2015, the college authority did not issue them admit cards. 'On our enquiry, the authorities assured to issue our cards a day before the commencement of the exams. We later, found out that the IKG Punjab Technical University (PTU) had already rejected our admission forms because of low percentage. However, the college authority had not revealed this to us and we were compelled to leave the college,' said one of the aggrieved students.
Accusing the institution of misleading them, the students said that the college authorities later informed them that the PTU has revised its rules and raised the eligibility criteria to 45% thereby, barring them from appearing the examination.
'Like us, the future of many of other students are at stake now and we do not want others to face the same problems,' the students said adding that the authorities concerned should initiate steps to ensure that the institutes which conduct counselling for admission of students in other parts of the country are verified and has signed a proper MoU with the state government.
Meanwhile, Vidya Jyoti Educational Society, Director General, DJ Singh while reacting to the allegation said that the particular students were wrong in blaming the institute for the loss of their academic year. 'As per the PTU rules M.Com eligibility is 50% marks with 10% weightage for B.Com (Hons.) which the students failed to understand', he said adding that the PTU therefore, refused to issue admit cards however, other students who had high percentage got their admit cards.
Singh further claimed that the institute had approached the University officials to get the eligibility issue sorted out and later called the students back in Jan 2016 to continue with their studies but they refused.
'Whatever happened was due to technical reasons which were beyond our control, we have therefore compensated the students and refunded the entire security fee,' he stated.
Capital for enforcement of road safety measures
ITANAGAR, May 31: District Road Safety Committee (DRSC), Capital Complex on Monday met to prepare a comprehensive plan for implementation and strict enforcement of road safety measures.
Deputy Commissioner Sandeep Kumar Singh, who also is the Chairman of the Committee, emphasized on identification of all accident prone areas/zones and suggested for erection of signboards warning the drivers. He asked the Committee to finalize the identification of such areas at the earliest.
He also suggested for widening of narrow roads where required and sought suggestions from the officials from PWD in this regard.
The committee also discussed various measures to check haphazard parking, driving without helmet, rush and drunk driving, over speeding etc. The DC informed that an enforcement Committee would be formed with District Transport Officer (Enforcement) and the Police (traffic) to ensure proper enforcement of road safety rules.
The DC asked the Police to provide backup force and PCR vans during such enforcement drive.
The DC later informed that sensitization programme on road safety issues would be organized at various schools and places for the students, drivers and general public.
The Chief Medical Superintendent Tomo Riba State Hospital R D Khrime informed that an emergency operation centre would be set up to attend the emergency patients, like road accident victims in the new hospital building.
The objective of DRSC created as per the provision of section 215(3) of Motor Vehicle Act, 1988 are to prepare an action plan on road safety measures to reduce road fatalities, injuries and accidents and to set up strategies and road map of activities to achieve the targeted action plan in a set of time frame, informed District Transport Officer Remar Gab. Traffic violations catch Raj Bhavan attention
ITANAGAR, May 31: The Governor of Arunachal Pradesh JP Rajkhowa has expressed serious concern on the traffic violations particularly by the bike riders in the twin-city of Itanagar-Naharlagun. He said that many were found to be whizzing between the lanes dangerously, mostly without helmets and many with two pillions. It is also found that cars are parked randomly in the both sides of the road creating bottlenecks for moment of vehicles. It is a serious matter as it may also restrict the movement of ambulances and other emergency service vehicles, the Governor said.
The Governor, who has been regularly and personally monitoring the incidences of road accidents in the State through media reports emphasised that the Police must control theses ill-manner bikers and reckless drivers as other law abiding citizens on the road are harassed by them. He opined that it seems the drivers and bike riders are not aware of traffic rules.
When people are not law abiding, the law enforcing agencies must compel them to abide the law for the safety and security of the common people, he said while sharing the concern of many parents and denizens of the twin city.
"Some bikers and drivers violate traffic rules in front of the police personnel. Let there be respect for law and law enforcing agencies. If they don't respect the law enforcing person, they will not respect common citizens. At the same time let them also feel that Police are for the people", he added, while suggesting for 'People friendly Police motivation Camps'.
The Governor also suggested for raising the traffic penalties, suspension of driving licences for repeated offenders, installation of automatic signalling systems to ensure that every citizen follow traffic rules and prescribed speed limits.
The Governor appealed to the parents and guardians to keep a watchful eye over theirs wards and not to allow them to ride motorcycles or drive cars without driving licences. Accountability lies on them too for such reckless behaviour of young boys and girls, he pointed. He also appealed the enforcing agencies to be ideal examples for the citizens and rise to the expectation of the poorest of the poor and weakest of the weak.
LDV to adopt rationalization of teachers posting
ROING, May 31: The Lower Dibang Valley District Administration has adopted for rationalization of teachers posting in all remote areas of the district to improve the education scenario.
Lower Dibang Deputy Commissioner, Ravi Dhawan has appealed all the stakeholders including MLAs, Panchayat Members, SMCs and the public to give full cooperation for improvement in the educational scenario of the district.
An release stated that it has been revealed that many schools in the vicinity of Roing have high concentration of teachers whereas, schools located in Hunli, Dambuk and outskirts of Roing Block are suffering due to acute shortage of subject teachers. This was found after examination of the dismal conditions of some of the schools under Lower Dibang Valley District in terms of teachers posting and has adversely affected the academic progress and quality of education.
Although passing percentage seems to be satisfactory but intrinsic quality and value within the students is quite disheartening as revealed from different tests/survey conducted in recent past by State Office/Research Scholars/and institutes like DIET, RGU, SLAT (State level Achievement Test);
BAS (Base Line Achievement Survey) from time to time. It all indicates and points to some lacunae in our system. One of the probable reasons is non rationalization of teachers, in general and subject teachers particularly in TGT, added the release.
Accordingly the district authority has decided to take the necessary step to rationalize the teachers posting in the entire district to do proper justice to the students for whose sake and interest the whole system of education right from top to bottom revolves around.
Rationalization of teachers in the schools is a major and significant component of the RTE, Act, 2009. Realizing that school authority alone won't be able to find a solution to the problem the District Administration has decided to intervene and set right the system of teachers posting based in consonance with the provisions of RTE Act and PTR norms.
‘World No Tobacco Day’ observed

PASIGHAT, May 31: East Siang district observed World No Tobacco Day' along with rest of the world by raising awareness among the public about the harmful effects of tobacco consumption.
Addressing a meeting at Mebo Govt. Higher Secondary School, District Medical Officer Dr. M Perme informed that tobacco kills around 2,200 people in India and 8-9 lakh throughout the world every year.
Saying that tobacco has been the single major cause of cancer, Dr. Perme, who also is the Member Secretary of 'National Tobacco Control Programme' in the district, urged people to abstain from using tobacco in any form.
Medical officer Dr Bimol Ratan, Mebo ADC Y Tayeng, Principal of the school Apak Megu, Anchal chairperson Kakki Ratan and ABK functionaries spoke on the occasion and suggested the youths not to ruin their future by consumption of tobacco and other hazardous substances.
Earlier in the morning, the participants including the doctors, health workers, members of Adi Baane Kebang and students took out an anti-tobacco awareness procession holding posters and banners with anti-tobacco slogans in and around Mebo town.
The programme was organized by District Tobacco Control Cell in collaboration with Adi Baane Kebang and Mebo sub-divisional administration.
The World No Tobacco Day was also observed on Tuesday with the theme- 'Get ready for plain packaging" by the District Medical Tezu in collaboration with District Administration and the Prajapati Brahma Kumaris Ishwariya Vishwa Vidyalaya, Tezu.
In an awareness meeting held at the ALC Line, Lohit Deputy Commissioner, Danish Ashraf appealed the public consuming tobacco or engaged in any kind of addiction to imbibe positivity in one's nature and do away with negativity and any kind of addiction. He suggested the youths to engage themselves in games and sports or any other recreational activities in their leisure time which is good for health and mind.
Further at the two days free health camp organised as part of the day, the DC asked everyone to take full advantage of the health camp and build a society free from any kind of addicts and addiction.
The free health camp will provide medical, laboratory and de-addiction counseling at Government Primary School, ALC Line, Tezu.
Speaking on the impact of Tobacco, District Medical Officer, Dr. Sejinglu Chai Pul asked the parents to be very cautious and educate their children about the harmful effects of tobacco or any sorts of addictive items. Students seeks suspension of engineer

ITANAGAR, May 31: The All Kurung Kumey District Students' Union (AKKDSU) has on Tuesday demanded immediate suspension of Executive Engineer, Kurung Kumey Electrical Division Narang Gambo for alleged misappropriation of Rs 132.45 lacs meant for shifting of electric utility for 20 KM (138-158 KM) under Trans Arunachal Highway of Joram-Koloriang stretch. In a press conference held at the Press Club here, AKKDSU President, Bengia Anthony strongly refuted the EE's clarification published on May 14 last wherein, he clarified that out of total amount Rs. 1,11,00,000 was spent in payment made against supply orders and other, while Rs 7,27,782 was spent as payment on erection work while, Rs 14,16,828 has remained as balance amount.
'Members of the AKKDSU have on May 14 last, visited Koloriang and on inspection of the power department's store found that the materials there are old and dilapidated and essential items like electric pole, LT wires, conductors etc. were absent', Anthony claimed adding that they later lodged an FIR with the Kurung Kumey SP in this regard.
'We have also lodged an FIR with the Kurung Kumey SP, but even after 11 days have passed since we lodged the complaint, the police have yet to register the case,' said Anthony and demanded early registration of the case.
The Union has also written to the Secretary Commissioner (Power) asking him not to consider the transfer and posting of EE Narang Gambo on the grounds of alleged misappropriation of public money.
Anthony further said that the Union is not satisfied with the assurance of the Power Minister to form a departmental enquiry committee into the issue. 'We demand the GoAP to constitute a Special Investigation Team at the earliest to enquire into the case to unearth the truth', he said.
The Union further demanded immediate posting of an IPS cadre SP in Kurung Kumey as the district does not have a SP and the Lower Subansiri SP has been currently given the charge of the district.
It has also served the GoAP a 7-day ultimatum demanding early fulfilment of its demands and threatened to launch democratic action in the district in case its demands are not fulfilled within stipulated time.
Shortage of police officers concern Governor
ITANAGAR, May 31: Governor of Arunachal Pradesh JP Rajkhowa has expressed concern at the shortage of police officers in the state.
A Raj Bhavan statement said that the Governor was concerned at the shortage of senior police officers at the IG and DIG levels as well as at the districts.
While expressing surprise that some of the districts in the State are without SPs, Governor stressed that District Police Chief Office must not be kept vacant under any circumstances.
Association opposed to NFS Scheme
ITANAGAR, May 31: The Arunachal Pradesh Fair Price Shop Dealers Welfare Association has expressed its opposition to the implementation of National Food Security (NFS) scheme.
'The 5kg per adult member of a household for a month in the state of Arunachal Pradesh under National Food Security scheme is not sufficient to meet the food requirement of a family, as rice is the staple food for the tribal society,' it said in its memorandum to the chief secretary advocating for its demand.
It said that the educational institutes should collect rice from the respective fair price shops of the nearby area and not directly from the department.
The association also demanded payment of honorarium to the fair price shop dealers which is Rs 15000/- per month.
Claiming that bill payment system gets delayed, sometimes for 3-6 months, resulting in nonpayment of the FPS room rent every month, it sought payment of Rs 5000/- for room rent per month.
Lenin Tungi remembered
ITANAGAR, May 31: He was young man with an insatiable fire within him that has enlightened and empowered Arunachal Vivekananda Yuva Shakti (AVYS), which so far has collected 13,500 units of blood and saved 8,500 lives, including 1,456 on telephonic calls across the state.
He was Lenin Tungi, who after all preparations for a blood donation camp as AVYS general secretary went to bed on May 31, 2015 and never got up in the morning, said AVYS publicity secretary Meenam Goi.
Lenin had joined AVYS in 2012, founder Ramesh Jeke said.
He soon turned out to be a very welfare minded individual, became a state representatives of Federation of Indian Blood Donors' Organisation (FIBDO), a role model today for the GenNext, Jeke said.
Spirit never dies. Lenin, a most liking youth by one and all, still lives with his spirit as most of the AVYS members draw inspiration from him always, adviser Pradeep Kumar said.
If blood commands life, AVYS efforts to get and give blood mission would continue.
"Life is uncertain, make the best use of it for others' welfare" - is the lesson Lenin has left behind, said his elder brother Sony, a B.Tech. from NERIST.
His mother Kogno Tungi, 55, despite a heavy heart, was all smiles to thank all present including RKMH Dr L R Chaudhury, RWD CE T Welly, Arunachal State Blood Transmission Council deputy director Dr Nabam Budh, who joined all well-wishers to offer floral tributes to the departed soul.
AVYS organized the anniversary in collaboration with Tungi Welfare Society.
Strict scrutiny of BE/B Tech certificate holders demanded
ITANAGAR, May 31: The Arunachal Civil Engineers' Aspirant Forum (ACEAF) has demanded for strict scrutiny of BE/B Tech certificate holders claiming that many have obtained their certificates from distance education which violates AICTE norms. The forum has submitted a memorandum to the secretary, Arunachal Pradesh Public Service Commission (APPSC) in this regard.
The forum also urged the commission not to conduct AE examination before September saying that it has been assured of more AE/UPO posts by the chief minister and the various departments.
ACEAF further reiterated its demand to include the four waitlisted UPO posts in Urban Development and Housing department for direct recruitment.
2 buses introduced for Shillong
ITANAGAR, May 31: State Transport Services has introduced two more buses to Shillong, one from Itanagar and other from Naharlagun.
The additional night bus service which will move at 4 pm daily from tomorrow, June 1 became a reality after the students and patients visiting NEIGRIHMS demanded for it.
DC concern at delay of TAH construction
ITANAGAR, May 31: Expressing concern over the delay in the construction of Tran-Arunachal Highway from Potin to Godak, the Lower Subansiri Deputy Commissioner, Kemo Lollen said that good roads and better connectivity alone can bring in the much needed socio economic development in the area.
The Potin to Godak stretch of Tran-Arunachal Highway was approved in 2008 and nothing has materialised yet due to compensation issues. On two earlier occasions, the compensation packages were rejected by the MoRTH.
This has left the 157km stretch from Potin to Godak without any care taker as it was handed over by the state agency to the MoRTH in 2014. The commuters have been facing lots of problems with no maintenance of roads and damaged bridges.
The re-assessment for compensation for Yazali and Yachuli block will begin from June 2 and all the affected people will have to be present with supporting documents for their claims.
He also stated of approaching the Highway authorities to provide necessary funds for maintenance of damaged roads and bridges till the construction work of TAH takes off.
Meanwhile, DC Lollen has directed for the maintenance of the Bailey bridge at Possa, 10kms from Potin. The step was taken taking note of the sufferings of the commuters and unresponsive Highway authorities, stated an official release.
DC would be camping at Yazali to witness the re-assessment process that would begin from June 2 and witness the entire proceedings. DIPRO
AAPSU seeks probe
ITANAGAR, May 31: The members of All Arunachal Pradesh Students Union (AAPSU) headed by its vice president (Protocol) Happy Toko recently met officials of Railway Protection Police (RPF) including Birender Kumar, DIG, Surya Kumar Payeng DSP and Y Ranjan Singh of Rangia division RPF seeking probe into the death of an Arunachalee student.
AAPSU sought thorough probe into February 12 incident in which an Arunachalee student Joram Tadir lost his life under mysterious circumstances during a train journey in the Guwahati-Naharlagun inter-city service. AAPSU and family member of late Tadir during the meeting with RPF officials shared that aggrieved family members are still awaiting justice. They appealed railway police to punish the persons responsible for the death of the young student. DIG assured that RPF will properly investigate the incident and unearth the truth.
Social service conducted as prelude to plantation drive

PASIGHAT, May 31: A massive social service was conducted on Saturday covering Centenary Park at High Region and 5 Mile area where a massive plantation will be done on June 1. The plantation drive initiated by Miss Earth India finalist, Chum Darang under the theme 'Green India, Green Pasighat' is in collaboration with Department of Forest, Pasighat Forest Division.
Speaking on the event, Chum Darang informed that the social service of Saturday was to clear off certain hurdles which if not done would burden up the work during the plantation drive on June 1.
Lok Sabha MP, Ninong Ering, who is also a member in the Parliamentary Standing Committee on Environment and Forest, Government of India, visited the social service team at 5 Mile and encouraged the endeavour for renewed environment which Darang has undertaken as a beauty pageant contestant.
Members from JMS, AYANG and RFO Pasighat Range, J. Geyi also accompanied Chum Darang and her team.
Dengue source reduction at Pasighat

PASIGHAT, May 31: As a preventive measure to check outbreak of dengue fever, the Ward no. 3 of Pasighat Municipal Council led by councilor Maklek Yomso conducted a dengue source reduction programme which was attended by Mandip Perme, District Medical Officer as resource person.
"We can't take chances as outbreak of dengue like last year can happen again, so taking preventive measures by means of source reduction is our only resort", added Yomso.
While drawing the attention of DMO, one of the speakers raised the question of urgent need of stopping rearing of pigs and cows in the locality as the process creates untidiness leading to many kind of diseases.
Meanwhile, Mandip Perme, DMO appealed all to treat the stagnant waters with medicines so that dengue mosquito eggs and larvae are also killed. Perme also told the public that dengue mosquitoes are active in the day time. He urged people to conduct such source reduction activities in their locality at least once in a week or two to keep the dengue away as fogging drive alone can't resolve the problem.
Instead of going to private clinics he also advised people to go to General Hospital, Pasighat where tests are done free of cost.
House gutted
NAMSAI, May 31: Fire destroyed the house of one Nang Beena Mounglang in Manna Village of Namsai district at midnight on Monday.
Electric short-circuit is suspected to have caused the fire.
All the members of the family, including two newborn babies, were asleep when the fire had broken out. Fortunately, there was no report of loss of life.
All household items and properties, including important documents, and the granary were completely destroyed by the fire.
DDMO Namsai Emli Tingkhatra along with Inspector Lod Tari and Namsai ZPM Chow Mahajini Choupoo visited the accident site and assessed the properties lost or damaged.
The ZPM assured the victim family to provide CGI sheets for re-construction of their house.
When contacted by some villagers, the fire department reportedly denied receiving any complaint of fire accident in the area on that night.
The villagers appealed to the district administration to provide immediate relief to the fire victim.
NCC training camp at Mahadevpur
ITANAGAR, May 31: Around 400 NCC cadets from various schools and colleges of Arunachal Pradesh and Assam attended a 10 days combined training camp conducted by 26 Assam (Independent) Coy NCC, Digboi at JNV, Mahadevpur from May 21.
During the camp, the cadets have undergone training in drill, weapon, battle craft, map reading besides health and hygiene, sports, yoga and physical training.
The cadets also participated in Swatch Bharat Abhiyan in Namsai town and organized a rally to bring awareness against drug abuse.
A lecture on personality development and career in the Navy was delivered by Capt (IN) S Saharia.
In addition, weapon display was organized by the local army unit to motivate the cadets to join the armed forces.
Earlier during the inaugural function, Camp Commandant Col. S. Shankar highlighted the aims and objective and contents of the training programme.

East Siang introduces spot billing machine
PASIGHAT, May 31: East Siang Deputy Commissioner Isha Khosla introduced Spot Billing Machine in the Agriculture Produced Market Committee, fish market, Pasighat.
Speaking on the occasion, DC Khosla expressed the hope that collection of tax, rent and fine would be easier and transparent. In first phase, three machines would be issued to three inspectors, informed the DC and said that the use of electronic billing machine is mandatory in all APMC check gates. It is the right of the consumers to ask for printed invoice, she added. DIPRO
Fill up vacant post: AAF
ITANAGAR, May 31: The Arunachal Artistes Forum (AAF) has sought filling up of the vacant Director, Art and Culture's post. The post had fallen vacant without any reliever since the retirement of DK Thungon on April 30 last.
In its representation to the chief minister, the forum asked for posting someone with keen interest to promote, preserve and protect age old folklore-folktale, rich heritage cultural and traditional practices of respective tribes.

Arunachal Pradesh which shares longest international boundary with China. Renovation
of ALGs is part of the central government’s effort to upgrade the infrastructure
in the border areas. However, these ALGs should not be just used for the military
purpose and civilian airlines should be allowed to operate. It is important to note
that most of these ALGs are located in the interior parts of state. They will provide
alternate air connectivity especially during monsoon season when road connectivity
gets disrupted. Therefore IAF should allow dual usage of all the ALGs. Also the
fate of proposed green field airport at Hollongi remains unclear. Controversy after
controversy has damage the prospect of the proposed airport. Itanagar is the only
capital among North Eastern states not to have an airport till date. Government of

CM’S Relief Fund
Dear Editor,
This is with reference to Amar Sangno’s write up captioned “Opacity of CM’S Relief Fund” as carried out in Arunachal Times dated 23rd May 2016, I beg to completely disagree with the view on following grounds.
Unlike his predecessors, Kalikho Pul believes in actual and practical use of the funds. Instead of diverting the huge relief funds generated from Centre as well as State sources for the purpose of merry making, cultural extravaganza, expansive tours, fake bill drawls in the name of natural calamities and more sadly, buying and creating expensive properties overnight in different parts of the Country, this time round, the entire public of the State and the media fraternity are witnessing a new trend, a trend that really justifies the real purpose and meaning of Relief Fund.
Kalikho Pul, while revamping the public health sector as a long term measure to tackle the health related problems of the denizens, as a short term measure he is not letting the Relief Fund to be misappropriated by a chain and network of Babus and pseudo public leaders, all in the name of assisting the sick and critically sick patients.
In fact learning from their leader, other legislators too should follow the footstep of Pul and create a relief fund out of their MLA LAD Fund or through other ill gotten sources. In a State with lowest density population per sq km and MLA Constituency as small as few thousand public, a creation of one Crore Relief Fund per Constituency will address all the medical related woes of the needy public.
Also the CSR objectives carried out by various companies and the continuation of CM’S Health Insurance Scheme would further supplement and complement the noble initiative carried out by Pul.
Therefore, the apprehensions that CMRF would be exhausted soon or that it is full of opacity and lack accountability are all wrong and amounts to questioning the intelligence and wisdom of a person who handled the State’s financial health for nearly two decades as Finance Minister. In fact, through this letter, I urge HCM to go a ahead with this humanitarian mission notwithstanding what few isolated souls comment and prove that leaders are born to serve and not to be served or in the words of Swami Vivekananda, “Service to Man is Service to God.”

Appointments and promotion
Dear Editor,
This is regarding cancellation of all officiating posts etc in various departments in Arunachal Pradesh. There are lot of appointments and promotion without following seniority rules and conducting DPCs.
One such Department is the Nirvachan Bhavan in Itanagar which is controlling the election process of the whole state with very limited staff as lot of staffs have retired or are on deputation.
Some of staffs are left in the same posts for several years without any promotion while new comers and juniors are officiated and promoted quickly. The regular/contingency staffs are just waiting for a blessing from the almighty god to grace upon them.

Patients and queue
Dear Editor,
Through your esteem daily, I would like to request Chief minister, Health Minister, Deputy Commissioner AND DMO of East Siang, students leader to kindly visit General Hospital, Pasighat and stand in queue at cash counters (three counters) as we public stand.
To get registration card or pay at cash counters, patients has to stand in long queue, sometimes upto an hour.
We all know that months of May, June, July are peak months for illnesses.

Need for comprehensive plan to tackle drought

The concerned department may be asked to chalk out a comprehensive plan for overall management of our vast land resources so as to tackle future water crisis, soil degradation.
A proper institute may be created that will be the custodian for soil and water conservation activity in the state.
